Child Care (Amendment) Bill 2023 – OCO observations

Following publication of the General Scheme of the Child Care (Amendment) Bill 2023 (General Scheme) in April 2023, the OCO welcomed the opportunity to discuss proposals set out in the General Scheme with the Joint Committee on Children, Equality, Disability, Integration and Youth (Joint Committee) during a meeting held on 9 May 2023 as part of the pre-legislative scrutiny process.
These observations are by way of follow-up to a number of matters that the OCO raised during our meeting with the Joint Committee on 9 May. We have prepared these observations pursuant to Section 7(4) of the 2002 Act, which provides for the Ombudsman for Children to advise on any matter concerning the rights and welfare of children, including proposals for legislation.
