Presentation to the Seanad Public Consultation Committee Children’s Mental Health Services

The Ombudsman for Children, Dr Niall Muldoon appeared before the Seanad Public Consultation Committee on Children’s Mental Health Services in July 2017 to outline the OCO’s key recommendations and priorities in the area of children’s mental health.

In his presentation he outlined the need to put the child at the centre of children’s services. The services provided for children need to go to the children who need them when they are needed and in the way in which they need them. This is not what is happening at present.

As a nation, we committed to the UN Convention on the Rights of the Child 25 years ago to promote and protect children’s rights and we followed this up with a very strong statement when we put children’s rights into the Constitution in 2012. This means that the vindication of these rights is not just something we would like to do, but also something we are obliged to do as a State.
