Statement by the Ombudsman for Children regarding the provision and monitoring of childcare services

I have written today to the HSE seeking a meeting to discuss my concerns about the adequacy of standards and of inspections of childcare providers and related sanctions for those found in breach of the 2006 Pre-school Service Regulations following the Prime Time programme broadcast yesterday evening.

The immediate issue is the safety and security of the children in the crèches featured in the programme, which I understand is being addressed by the HSE and An Garda Siochana.

Secondary to the children’s safety is to establish whether the incidents included in the programme are isolated incidents or if they are representative of the culture in crèches more generally.

While my Office has no role in investigating private crèches, as the independent officeholder with statutory responsibility for promoting and monitoring children’s rights and welfare, I have a number of key questions including but not limited to:

  • the adequacy of inspections and whether HSE is satisfied with the standard of childcare provided throughout the country; and
  • follow-up inspections and sanctions imposed on those who are in breach of the relevant regulations and guidelines.

I intend putting these questions to the HSE at the earliest opportunity.
