OCO Submission: Regulation of Artificial Intelligence

The OCO welcomes the opportunity to provide our observations on the General Scheme of the Regulation of Artificial Intelligence Bill 2026. Children are likely to be the group most impacted by AI, with the potential to shape or influence their lives, how they access information and establish social relationships. However, the General Scheme falls short of what is required to ensure children’s rights are protected now and in the future. We make recommendations to ensure children are front and centre in this legal framework, that further safeguards are in place for high risk AI such as recommender systems, chatbots and nudifcations apps and that the role of Fundamental Rights Bodies, like to OCO, is further strengthened.
