Advice on the proposed changes to the Children Act, 2001

The OCO welcomed the work of the Youth Justice Task Force and the Report on the Youth Justice Review published in January 2006. The Youth Justice Task Force has brought much needed leadership and vision to the youth justice arena.

The proposed changes to the Children Act, 2001, set out in the draft amendments go far beyond the changes recommended in the Report on the Youth Justice Review (2006). Of particular note are the proposals relating to the introduction of ‘anti-social behaviour orders’ which were proposed, independent of the review, by the Minister for Justice, Equality and Law Reform.

Our observations on the proposed changes to the Children Act, 2001, focus on compliance by those proposals with Ireland’s international human rights obligations and the probable effect of the proposals on the lives of children.
